Default 06 Civic brakes locked up

I have an '06 civic with 94,000 miles on it. About 3 months ago I noticed the brakes would squeal occasionally when I was coming to slow stops (going under 40mph and gently applying the brakes). I took it into the dealership I bought the car from twice and they said the brakes were just dirty and were otherwise fine. Both times I got the car back the noise would stop for about a week or so after and then begin again. I then washed my car on a Sunday and Monday morning when I went to get in and drive it to work, the brakes were locked up! The engine was revving but the car wasn't moving. I had to call AAA to tow it out of my garage. When the tow truck drivers came they looked at the back wheels and said it was the driver's rear wheel that was not moving at all. They even had to call a special tow truck to take it away because of this. When the dealership looked at it again, they said it was "fine" and the brakes had just rusted. They said they cleaned them up and I should avoid getting them wet (I live in Southern California, so it's not like the car is exposed to wet weather a lot). I told them I had only washed the car the day before, but they tried to tell me that was what had caused the rust. I'm scared to drive the vehicle now because I'm not sure if the brakes will lock up again or not. Has anyone had any experiences like this with their Hondas? This is the second civic I've owned and the first one still runs like new with no problems. I can't figure why this one is having such trouble.

THeres talk about possible brake problems with that generation of Honda's. usually the rear which matches your situation. wetness shouldnt matter on your brakes especially if its just a little water from washing the car. The rear brake drum isnt supposed to get water in it but it sounds to me like theres unwanted space or a crack in the rear brake drum where water can get in.
