Default why wont my 1993 honda civic not start?

i was driving and i didnt realize that the fan wasnt on .. so the car overheated and a radiator hose tore and spilled all the water on top of the starter it was also low on oil so .. i replaced the hose, the fan works now, and i replaced the old oil but the car wont start, it tries but doesnt start, could it be the motor? ..

The water could wet some parts in your engine like starter, distributor, wires, spark plugs and alternator. Have these things check first. Hope this help[!
