Default Transmission Dilemma_98 Honda Civic Help!!!!

My 98 honda civic is having difficulty switching into second gear once in drive. When i apply the gas i hear a stuggling noise as it tries to switch and it runs at roughly 3000rpms at this point in the drive. it is an automatic transmission and the fliud level seems to be fine.

Any thoughts or advice on what the dilemma could be?

I appreciate any assistance.

Thanks
