as far as i know when u go to smog

the techs are required to check timing and correct timing if its not in the correct degree

misfire could be caused by not getting a tuned up

distributor, spark plugs, spark plug wires and fuel filter should be replalced

that should help you

but if you have just HC then it should be a misfire

if you have both HC and CO you are running rich which i believe is advancing the timing, either the fuel injectors are stuck open which is bad, fuel pressure regulator is not holding pressure right or your fuel return lines and vacuum lines are clogged up.
