Default help.....97 civic ex

.i have a 97 civic ex. i took it to get a new timing belt put on it. this included all the seals, new water pump, pretty much everything. it has 130k miles on it. b4 i took it it ran real good with no problems and had plenty of power. now it seems to lack the performance it had and the timing is way off checking it with a timing gun. now keep in mind they couldnt get the timing set either by their gun and did it by feel and hearing. now this is an import speciality shop and the guy has been around for a long time. so the question is what could be worn out or does it sound like they did something wrong. i have an appointment to take it back to them in a few days. also turning the dist. to adjust it has almost no effect on the engine.
