Default Are CCFL Halo LED Black Projector Headlights illegal in NJ?

I want to purchase these light for my civic but im really not sure if they are legal in New Jersey Can anyone tell me please??:

As long as it has DOT approval. At our shop we do not install non-approved DOT headlights or bulbs.
