Default Can I rebuild an ebay turbo with garrett internals?

I was wondering if I can rebuild an ebay turbocharger with garrett internals. I have a non ball-bearing, T3/T4 60 trim turbo. If I can please link me with a kit and/or instructions on how to do so. Thanks!
