Default On average how much for lowering springs and new struts/shocks?

I'm planning on lowering my car using lowering springs. But I was wondering how much it would cost to buy some decent lowering springs as well as struts/shocks. I looked around the web and it seems to be around $700+ is that right?

It depends on if you want a good ride quality or not, and if it's just for appearance or performance. You can lower you car using stock struts, "ebay coilovers", and do it yourself for about $50 (if you have tools). If you want to replace your struts, OEM replacement struts are about $50 each (like KYB GR2s), while performance struts can be $100+ each (like Koni Yellows). Springs/Coilovers range from $50 (ebay) to $300+ (Ground Control), so it's really up to you and your budget.
