Default Accord inconsistent power steering--pumP?

I have a 1990 Accord. The power steering has gotten bumpy and inconsistent. It will grab on a turn to the right and stick, so it takes a lot of strength to keep the car going straight. After awhile I can usually pull the steering wheel back to the left past a grab with a grating sound, and then the car will steer fine--no issues, nice and smooth turns either direction. Then it will get hung up again on another turn. I think I've had it grab moderately both right and left, but it only gets really bad to the right so far.

Power steering fluid was slightly low when this started. I've refilled it and it's staying at a good level. Adding power steering fluid didn't help.

I've been advised to change the pump. Does that sound like the right fix?
