Question 2001 civic cabin fan busted

Can anyone give me some advice on what might be going wrong before I spend too much money at a mechanics? Over the summer the fan was going in and out of commission for a while but it worked all fall. Now that winter is here, the fan totally stopped working about a month ago. It seems to happen during extreme weather conditions. I looked at Fuse 14 under the hood and it looks ok. I can feel cold or hot air right in front of the vents if I try to run the AC or heat; it just doesn't actually blow out into the cabin. Advice?
