Default 94 honda cold start issue

94 Honda civic 1.6ltr vtec /w abs auto trans

had the car for 2 weeks it has failed to start twice both times it has been really cold out is it possible that i have a faulty iac?
if not what else could it be car runs great except for the 2 isolated incidents
it will crank over and act like it wants to start
noticed a little raw fuel in the air cleaner tubing not much but enough to notice
when it starts 3 hours later i notice a very strong gas smell coming from the tail pipe aint got no money just a broke dude tryin to get to work
any suggestions will be appreciated
