Default 1993 Honda Civic Not Running Past 40mph?

I just bought a 1993 Honda Civic from my uncle. It has a rebuilt engine and transmition it ran great till he got it towed home. It was a bad tow the guy didn't do it right so while on top of the tow he hit the breaks and hit his tow truck after off loading it the car still ran but doesnt pass 40 mph what can be the problem? Like I said the engine and transmition is good.

the tow truck is liable for the damages they caused to the vehicle. I had this happen to me once and the tow truck owner's insurance paid the damages. It sounds like the throttle linkage got damaged somehow in the tow. Also, have all the suspension components and alignment throughly checked since that is probably damaged too.
