Default Boost maximum and minimum retard?

i have a 2000 honda prelude with a JR supercharger, MSD ignition, and boost retard dial., ok so my question is: can i run the dial at minimum boost retard all the time? i noticed that at minimum, the car is faster, and at maximum, it is slower.... any help?

I'm assuming its a MSD boost timing master. All that it does is retard timing according to boost. Your setting will only get affected as you go into boost, not under normal driving.
