Default 93 Accord auto rev/shift issue @ 3500 rpm

Our 93 Accord auto acts as if a rev limiter kicks in at 3500 rpm. In neutral just wont rev past 3500. in drive very tough time shifting but does and repeats the issue at 3500 rpm!

I was told a TPS or EGR valve. Any thoughts?
