Default 1994 Honda Civic Dx Surging when operating temp

It runs fine when first started then after I let it warm up it starts surging from high to low and this continues even if you put into into 1st year. I have heard it could be IAC or Engine Coolant Sensor. I have also heard it could be air in the coolant system and that there is no way to bleed the coolant line. Not sure what to do?
