Default Problems with a 98 civic ex

First of all my air blows out of my vents when i am moving. My switch is turned off and it blows hot or cold depending on where the switch is. Second The person i bought the car from was a heavy smoker and the car reakes of smoke i have had the car steam vac'd and sprayed the whole car down with febrese and it still stinks to high heaven. I looked but couldn't find a cabin air filter. Also i noticed that my oil ight doesn't come on if i am low on oil. When i start the car the light illuminates but when i'm low on oil it just won't light up. This is my first foreign car and was hoping ya'll could help it be more enjoyable 1st impression.
