I know this is an old thread, but my daughters dash brake light on a 99 Civic, was coming on sporadically, it was indeed above the "Min" lines on the brake reservoir, so I added some Dot 3 brake fluid and topped it off bringing it up to the "Max" line and now it stays off. I don't have any loss of fluid at any of the wheels or lines, so it was just a case of low fluid. My .02!
