Default 1997 accord 2.2L over heating issue

well my 97 accord 2.2l started to over heat, the check engine light came on which i read in the manual was from exhaust issue which is causing it sense i need new exhaust so i got that one pinpointed. Now to the over heating, i checked all the coolant and its full, i replaced the thermostat because i thought it was bad and could of cause it to over heat. That turned out to not be the case, if i can get it to start up the car will heat up to 220 deg and the fan doesn't kick on, i don't know if that is what causing it to over heat and i find that there is coolant all over but i cant find a leak and the fans dont turn on at all. any advice on this would be appreciated. i am not the best at cars and i hope that i helped describe the issue.
