Default on a 92 honda accord how do you chang the fuel pump?

Is there a access panel under the seat?

tap lock ring to line up with slots and lift it out

There is no access panel for the pump only for the fuel sending unit, you must drop the tank.

Are you sure the pump is bad? Your problem is more likely the fuel pump relay.
