Default 99 Honda Accord Hesitating to Start

I have a 99 Honda Accord Ex that is hesitating to start. Once it starts, it's fine but it's the initial start. I thought maybe because I didn't drive it all weekend but that wasn't the case because when I stopped at the store this morning, it took 3 times to start. Any ideas? It's a newer battery so I don't think that's the problem plus all the power was still on. Could it be a simple tune up needed?
