I had a feeling it was to good to be true. There's no way someone would have a 99-00 Civic Si and not drive the hell outta it. The car is worth between $5500-$6500 and he's selling it for $7000 which is overpriced. Your right on the fact that the car was previously modded and he put it back to stock form to make it seem like the car was pure OEM.
