Yes, it's a safety hazard. Almost all cars today come with an ABS so it shouldn't be hard to find one you like that does have it.

its not a bad thing. the car still stops pretty well although ABS would perform better... but i have a 1993 civic and it stops fine without abs.

It will be fine, just under hard braking there will be a chance of wheel lock-up. With todays aftermarket parts, varieties and shops, you can always spend the money to get ABS put into the car.

Actually, when I bought my 2001 Civic brand new, I made sure that I bought an LX as opposed to the EX so I wouldn't get ABS. I had them on the 1996 Pontiac Grand AM GT I traded in, and they were always pulsating whenever I stopped in the rain. I just thought all ABS did this, so I stayed away. I have had this Civic from day 1 and the car stops straight and true. I replaced the rotors and pads at 70K, and the rears at 73K.
