What is the average cost of 98 Honda Civic timing belt replacements?

Dealer is looking at around $700 with the water pump. The local shop by me did the same thing for less than $500. Same parts, labor cost is where they get you. Dealer is around $90/hr. Shop by me is at $65. Plus you have to see if they go by book time or if they have a flat rate for the job.
