Default California Emissions with a 96 JDM B18C?

I've seen a couple of other emissions threads here, but I'll provide some specific info to see if it helps someone answer my questions.

I have a 1995 Civic Si (which I bought new) that now has a 1996 JDM B18C (mechanically stock) engine. It has the OBD I P28 brain with a Mugen program. To calm the aggressive Mugen down, I have a VAFC controller. There is only one O2 sensor in front of the place where the catalytic converter *used* to go. There is an aftermarket cold-air intake but otherwise the power train is "stock" JDM Type R.

Emissions has not been a problem for me because I live in the wide-open spaces of the American Midwest where emissions tests don't happen. But I might be moving to San Francisco soon and I'm sure there's no way that I could pass a CA smog check at the moment.

I really don't want to give up my baby Civic so I'm wondering what the options are to keep it alive in CA. Is there a way I could bring the JDM 18C into line with the US/CA version? Of course I'd have to put a catalytic converter back on and undo the Mugen program. Would it help emissions if I plugged in a Hondata unit into the P28? I assume it would be best to stick with OBD I no matter what even though the engine is OBD II (adapted to work with the modified P28).

I don't want to swap back to the original D16Z, if for no other reason than I don't want to lose the Type R LSD. But I'd be willing to detune the B18C if I thought I'd get acceptable smog ratings (and perhaps better gas mileage). Maybe even (gulp) swap out the head?

Any advice would be most welcome!
