Default 1990 civic hatch back wont start , but 4 ways come on?

there is no power to the igntion but the 4 ways come on, checked the grounds , fuses and the baterry is fully charged what shouldi do next?

If it is an automatic, check the neutral safety switch...































and try wiggling the turn signal lever ... on some cars the power to the ignition runs through the turn-signal combination switch, before the ignition.. so the four-ways can work with the ignition off....
