V rated tires are rated up to 149 mph.Basically I you are never in the triple digits on your speed you can go much lower, there is no problem with it at all. V rated tires are usually considerably more expensive than say an H rated ( 130 mph) or S rated (112) these speed ratings are very common for replacement tires. The more important thing is the load rating (weight), you do not want a tire with a lower load rating than car was designed for. The last thing you want to do is get a lower load rating thinking you never have much in your car, then you will not even consider it the one day when you have 5 people and luggage in the car.It really depends on how you drive. If you are like most people match the load rating and drop down to an H or S rated tire. If you drive a little harder you may want to spring for the higher speed rating since these tires typically offer more traction and better control, you will not miss this if you do not drive hard. Also the higher speed rated tires wear out considerably fast on average.I personally drive on the harder side, and some times on the fast side; because of this I spring for the Bridgstone Potenza 960s with the W rating (168) on the GTO but I use them. If I did not I would go with a much cheaper tire.
