I have heard that K&N air filters improve both HP and gas mileage. If so, what would a K&N air filter do to a 1999 Honda civic ex? How much horsepower and how much mpg would increase?

Is it a drop in K&N filter or a whole cold air intake with K&N filter? Either way either one won't do much...these things slightly improve air flow and that might give you 2-5 hp/tq and improve your gas mileage by 1-2mpg.

in all probability the gas miles will go down and the hp will be out over the pacific ocean someplace because that k&n cant help//makes more noise under the hood

the k&n might give you 2 to 3 hp no more (depending on which type you going to buy.) . and honestly you will hardly notice this change in you car . all what this filter will do make you air flow better to the motor that's all to it .

Just an air filter will improve the cars ability to breath. Reality is, there won't be an increase in performance from an air filter. If you want a slight increase in performance buy a Cold Air Intake or Short-ram Intake, they won't give a big noticeable difference but even the hp and improved mpg that they do add is worth the price of one.
