Sounds like you have a short in the wires.

You either have a loose or broken wire, or the fuse in the fuseholder is loose or not making good contact. Check the fuse holder and clean the tangs on the fuse with fine emery cloth, sand paper, or an emery board etc. If this doesnt work, check for a loose wire on the fuse panel. If this doesn't work, take it to an auto electrical shop , the dealership, or a good mechanic. The wiring will have to be traced out. Usually the dealership or experienced mechanics know if the problem you have is fairly common for your vehicle model, and what the likely cause is. This saves the time (and cost of labor) looking for the broken wire.

I would check www.honda-tech.com for a detailed answer. Free to search for answers.

there are several variables in your question that need to be determined to diagnose it.does your car have keyless entry or not? do all of the windows not work or only the driver's door not work or any combination of working/not working? do all of the locks not work or just the driver's or any of the other? do the locks and windows work from any of the switches other than that on the driver's door? if you have keyless, do the door locks work with the keyless remote or not?the windows and locks are on separate circuits so it would be a good guess that you're looking for a problem with a bad ground on the switches in the driver's door that you are using to work the locks and windows from. a loose or corroded ground would account for the intermittant operation that you note.as works for a second then is gone.give us more information and may be we can get to a more focused diagnosis but right now you should be checking anything that is in common between the two systems and that looks to be the ground only from this view.hope that helps
