Looked in the service manual for my 02 Accord and it calls for 181 ft lbs. and do not use impact wrench. 181 ft lbs is a lot for the average person to do, its 90 lbs on a 2 ft wrench. You should be using the proper tool to hold the pulley and a proper torque wrench for the job.
