Is it possible to convert a 2000 Honda Accord coupe to a targa top?

How much money do you have to spend on the project? You'll need toi get the body reinforced to prevent the flexing which will occur when you remove that big chunk of the roof.

Yes you will need to first use an angle grinder to cut away any metal that is no longer required, then you will need to have a huge tin of bondo to fix it back up again.

Anything is possible if you have the right funds to do it. Although I don't think a targa top is ideal for a 2000 Accord coupe, I'm sure it can be done and has been done! I own the same car and just with the back seats being there, I think it would look kinda weird. It looks great on the CRX and NSX, which have no back seats. I would suggest really thinking about it before taking on such a task. Once it's done, it will be hard to fix if you hate it or it doesn't turn out the way you want it to.Suggestions would be maybe going to a sunroof place and checking with them. They may have some options for something other than a conventional sunroof. Maybe a much larger sunroof if you are interested in getting some sun. Just don't do a California top... yuck.
