Your question is a bit vague. Are you missing the cover? If so no big deal as it's just a cover with no other purpose than to protect the belt from splash up etc.You need to get a hold of a manual specific to your engine as it requires getting cylinder #1 to TDC and then placing the camshaft in a desired location to ensure that the system is in the correct location. If you can use the net to ask the question then I am sure you can go to the library and take out a proper manual on setting the timing on your Civic. To be sure that is the best way in my opinion.

for the top, if you have the sohc motor. On the cam gear is the word "up" to horizontal lines and one thats in a 7 o'clock position. Have the word "up" facing up the and the horizontal lines perfectly parallel with the seem where the head and block meet. For the crank, remove the crank pulley, there will be a mark on the t-belt pulley (cog) and it will line up with a arrrow that is on the oil pump behind it. To apply correct tension, put belt on car with those marks lined up, put the bolt (no crank pulley) on the crank shaft, tighten it, the turn the crank 2-3 teeth (by looking at the timing belt pulley), hold it there and tighten the tensioner back up. Thats all you have to do
