I have a Honda Hr-V 2000 and all the lights blink after i start the vehicle.The lights on the dash board, head lights and hood lights they don't go off and come on but a very small blink.I changed the battery but it still didn't work..All lights work fine when the engine is off.

To me it sounds like a voltage regulation problem. Likely the voltage regulator is internal to the alternator, so that may require replacement.
