If you want to lower your car, you need to lower the suspension. You can get lowering springs (tons of different kinds are available for the Civic, just visit any Civic related forums), and from the pictures, looks like you just need to drop your car by about 1"-1.5". A good set of lowering spring set can cost you anywhere from $150-$300, then there is the cost of labor...which could vary on your shop.One thing to note about aftermarket spring set is that you will notice in ride quality right away. You car will be lower, car ride will be a little bit more harder (you will feel the bumps), but your car will feel a bit more sportier.

to lower it u will just need to get some lowering springs. they are many kinds of brands that are available for your civic. and the price will vary from company to the other. but the price are around 180 and above. i just advice you to do your research and pick the best one that will suit you.
