With extensive modifications you can. But even with those modifications you would only be able to match a stock evo. If the evo made extensive modifications it would be impossible to be beaten by a civic.

depends this question is vague, generally speaking no.why do i say no?because the civic without being built up or turbo'd or built up is only about 100-200hp stock varying by trim level (DX LX EX Si etc)Evo 8 is 280hp stock (80 more than civic) and is not naturally aspirated, its turbo and AWD.so 100-200hp civic stock, vs 280hp turbo 4g63?no civic is not that fast comparing to the evo.but if you build up your motor and turbo it then you have a fighting chance.
