OK, there is a heavy , short, round, metal bar suspended inside two rings just below the rear stabilizer bar. There are rubber O-rings inside the metal rings to quiet the doohickey since it floats freely in the metal rings. One O-ring is gone and this appears to be the source of a high speed rattle (around 60 mph) It appears to be some sort of counterweight? What is this thingy and er, is it broken since it floats freely in the rings?
