Default 98 honda civic hatchback- Weird Neutral Issue

When the car is in neutral and the clutch is not in, it makes a noise like gears are turning but when the clutch is in they stop. Also, when I take my foot off the brake the car goes slowly in reverse.

Trying to figure out what this might be. Any thoughts? The transmission was replaced last week and it was doing this before the new tranny was in as well.
