Default 89 accord tail lights

I have an '89 Honda Accord LX, and I cannot get the dash or tail lights to come on. At first it had been putting burn marks (circle pock-marks) on fuse number 14, and then simply stopped working. Could it possibly be the combination switch, or is there likely a wire short that I will need to take the car to the shop to have fixed?
