Unhappy How to replace bumpers on 99 civic hatchback?

Both my front and back bumpers are cracked. The Back Bumper has a huge vertical crack in the drivers side corner. This crack was the result of the tread coming off my tires and pulling the back corner of my bumper into the wheel well while going down interstate. I currently have duck tape holding the crack together to prevent it from getting worse while I drive. The Front Bumper crack is the result from sliding on black ice and running into a wall. The cheapest estimate I got for fixing both bumpers is $900, which is more then I can afford at this time. My Civic is a 99 hatchback DX with 65,000 miles. Could I fix the bumpers myself? If so, how would I do it? I don't care if the bumpers don't match the paint color.
