Default Honda Civic hates cold weather... Igniter?

My Honda has a terrible problem when the temperature gets colder outside. Runs like a charm in warm weather. No stalling, stays cranked like it's supposed to. No worries.
But when fall and winter arrive, it routinely has problems staying cranked in the morning and stalls at lights and stops signs... Also sputters a lot and loses oomph some times while going faster speeds. Some times I can keep the gas pressed and keep it running at lights... Many times to get it cranked I basically have to keep it cranked for a minute or two some times "until it catches" or whatever happens.
Mechanics, including the techs at the dealership can't find it. I can't afford trial and error. I feel like it's something to do with the ignition control module, coil, etc.
Typically backexhaust is low in the winter, almost like its not making it out of the engine if that makes sense. All this happens when it get cooler at night.
Has anybody else had a problem like this?

I've had the starter replaced, battery, alternator, throttle body cleaned, new fuel pump... The only code that comes back is a catalytic converter code but that would be a problem even in warm weather.

What year? How many miles? Have you changed fuel filter?

About 170,000 miles.... It's been doing this every winter the last four years or so... Wasn't so bad first year or but it's been ridiculous last couple of years... Mechs and Techs cant find the issue ... Yes, I've replaced the fuel filter, battery, alternator, starter, throttle body cleaned, ignition coil... Never the igniter, rotor, distributor stuff, etc... The Honda place is glad to run through a trial and error process but who in the world can afford that at their prices.
