Post 1998 Civic Alignment issues - 4 degree Toe

I have problem in alignment and the toe on the right wheel is 4 degrees(!) Cant drive the car more than 30 miles per hour speed and there is a heavy vibration. I have put in brand new inner tie rod, and salvaged upper control arm, Shock, and Knuckle after a wreck on the front passenger side. The salvaged parts were good quality.

Any idea why the toe 4 degrees? Should I change the outer tie rod end also or should I change the whole tie-rod?
