Default 1999 Civic sloppy wiper linkage

I've got a 'new to me' '99 civic with wipers that work but they are sloppy. When in slow they hit off the cowl and don't reach the windshield pillar, when in high they hit the pillar and the cowl.
Does anyone know if this is just a loose linkage or a wiper motor with bearings that are on the way out?
Are there any problems with getting at the wiper motor that jump out for someone new to Honda's. Thanks for any help.
