Unhappy 99 Civic Starter???

Need a little help from the experts. Stopped to fill up w/ gas and when I hit the starter it went Boom. Nothing after that. It's not the battery as everything else works, but when I go to the "start" position with the key I hear a "click" like a relay or something. It sounds as though it is coming from around the Fuse box under the hood on the passenger side. Anybody have any guesses on what the real problem is? Thank goodness it's a 5 speed standard or I would still be stranded, but it gets old pushing it everytime to get it started....

Help please.

I've found online sources more reliable than others.

I have an 82 honda wagon and can't get electric to the fuel pump... replaced pump, checked fuse. still nothing... any ideas... thanks

Ok, troubleshooting: 1) I went out to unlock car with keyfob but would not generate enough power. Manually unlocked with key. A quick check of headlights, power windows yielded a power drop as the windows were extremely slow in coming down and the headlights would not illuminate. Ran a quick volt check to battery and I am pulling 12.87 volts. Turned ignition key on and panel lights were slow in illumination but they did come on and then went through the power cycle and they went out as they should. Attempted a start by depressing clutch and nothing, nada, zilch... Ran a check on all fuses and they were good with power from battery to leads to breaker box. I am relatively certain that it is not in the starter but something electrical from the breaker box going to the circuits I think. I'm still trying to figure out the correlation of the fail to start and the other residual issues and how they all tie together. If I find the fix to one, I know it will fix all except for world hunger... Can anyone figure out this puzzle??? Any knowledge would be grateful and appreciated.

Call off the Dogs. It was the Battery after all. Still reading over 12 volts the amperage was hosed and that is why nothing else was working properly or should I say, in slow motion...
