Default 98 Honda Civic HX CEL O2 sensor

I've been searching through the forums and still need some help. I have a 1998 civic 120k that has the CEL on Bank 1 Sesor 2 P0141. Garage told me I would new a whole new intake manifold to fix it and shouldn't spend money on O2 sensor. I need to get inspected ASAP and can't spend money on something not needed. Thanks Ash
