Exclamation Honda 98 Civic transmission control system manfuction

Hello,
I hope someone can help me. I have a 98 civic that has been giving me the following problems. The speedometer works whenever it wants and the transmission tends to jump/slip sometimes, when I go in reverse and when I try to drive. Today i took it to a regular garage and they told me when they hooked it up to the machine it said "transmission control system malfuction Honda Part 0700"

Can anyone shed some light on this problem? What is causing this? Are the speedometer and the slip/jump related? What do i need to do to fix this? How much should the part cost and labor?

I forgot to mention the check engine light has recently gone on.
