Default 1998 Honda Civic?

I previously was running 195/70/14 tires on my 1998 Civic, when i got the tires changed they put on 185/65/14, they look way smaller, and are, but apparently that is the stock size, is the tire i had on there before too big, or is it okay to run the 195/70/14?

It is indeed OK to run a taller tire as long as it doesn't rub. I am doing so on my 08 accent to bring down highway RPMs. The only thing is it will throw your speedometer off slightly, since yours is just a tad bit bigger, you may notice a 2km/h difference, so nothing big

That should be fine. The size of 185/65/14 is the stock size on most civics. You can run a bigger tire you just can't go too big. The previous tire you had was not only taller it was slightly wider. I had stock size tires on my 1992 Accord (195/65/15) and I now have 205/40/18. I have no problems.

The tire is fine as long as you do not hear any tire rubbing. You may feel that the ride has gotten slightly harsher do to the smaller size but the slimmer 185/65 will help you cut through the winters a lot easier (assuming you have winters). Also, being that it's the stock size, your speedo will now be more accurate compared to the 195/70. You'll be slower than the 195/70 at 60mph but at least you'll actually be going about 60mph and not 62mph or so. A smaller tire also weights less so in theory you should see some better mileage.
