No, the navigation screen is an option on the 2007 Civic Hybrid. You can get it with or without. The reason you see so many of them with the screen is because most people who get hybrids like technology. So they opt for the extra technology which is in the Navigation Package. =]

No they do not. That screen only comes when you add navigation. A lot of people go for it, others see the price (usually about $2,000) and just skip it over. Personally, i'd just get a portable navigation rather than pay the dealer $2k for a navigation system.
