Default Is this dealership trying to take me for a ride?

I have an 03 Honda civic hybrid. Manual.

So my car had a check engine light last week, then it went away. Then on Monday of this week the engine simply stopped running while I was in gear and pressing on the gas. When I stopped at the light I was able to start it again and it's been fine since. I decided I needed to stop by the dealership, since in addition to this, I am planning on driving about a 1000 miles total to visit my parents.
Here's where it gets funny. I know I needed to get my tires rotated. I'm told that I might need a "valve adjustment"...$261 and a "cooling system flush for $105 as well as a break fluid change for $51.91. I am aware that jiffy lube and the like like to suggest changing random stuff just to make your bill larger. Is this happening? I told the guy (this is without checking anything, just going by my mileage which is about 52 to 53 thousand) that I just wanted my belts adjusted and my tires rotated, and a thorough inspection all around. Do I really need the other things that were suggested?
Also while I was talking with this guy, another guy from the garage tested my battery and these were the results:

Test one: 12.66V 165CCA Battery replacement is highly recommended
Test two: 11.96V 172CCA Battery replacement is highly recommended

(they were on little receipt like things that the tester printed out.)
Why would the voltage drop that much between tests? Is battery replacement highly recommended? This could have been the problem all along, but wouldn't it be a cinch to replace it myself? (this is the started battery not the hybrid electric motor battery, they are unrelated)
