Default 2004 Pilot loose wire


I have a 2004 Honda Pilot with a wire dangling loose from under the steering column. The wire looks like it is spliced off of another wire(seen in picture one). The wire comes off of the green and white wire(circled in red in picture one) from a maroon plastic piece(circled in green in picture one). The loose wire then has a 15amp fuse(seen in picture two, circled in red) then continues to a 2 slot plug. Any help anyone can provide regarding what this wire might be would be greatly appreciated. Thanks!
