Well, the car is 16 yrs old, it might be time to think about buying something newer...

If your car isn't an EX or Si, then you have to wire for VTEC. There are many online forums that you can join for free that can show you how to do the wiring, I hear it isn't hard. Check your VTEC solenoid, oil line, and ground wire. If you didn't have VTEC before, then you may want to check out a links I have below. Also, it could be due to the ECU you are running. Make sure you have the appropriate ECU (It could be a vacuum line issue, but I can't call it. Spray throttle body cleaner in your throttle for a few minutes without letting the engine stall. And about it being 16 years old... that's irrelevant. My civic is 19 yrs old and runs and drives well after a B20B swap I just completed.

I assume you've checked the obvious like checking for massive vaccum leaks, for restricted fuel filters, bent fuel lines and the like. if you can rule out those as possible causes, then you may have a sensor problem or an incompatibility problem with the sensors and teh ecm.Sounds like your car is running in Fail Safe or 'limp home" mode. That happens when one of the critical engine sensors such as the throttle position sensor or the electronic coolant temp sensor are open circuited. if the wiring wasn't done to ensure that the signals from the sensors reach the right terminal on the ECM or if any of the sensors are disconnected or of different values from the originals then you will run in limp home mode.if you're adding vtec you need to have that wired in and use an vtec compatible ecmI recommend you google honda civic clubs and post on any of those bulletin boards and see if anyone out there in tuner land can help.
