The remote key locks on the fob works, just the panic button is inoperable.

you might want to try holding down the panic button for like 5 seconds or more.

Either the switch isn't working or you have an open circuit in the wiring(loom). Look around the wiring that operates the circuit and you might be lucky and see where it's been compromised, otherwise it could be long job with a circuit tester checking the switch, plugs, sockets and wiring of the circuit.

Assuming the horn on your CR-V works,, then the answer is that you have to hold the panic button down for at least one second. it will not work if you just press and release the button like you would to open or lock the doors.also the panic button won't work if the key is in the ignition.if the horn on the CR-V doesn't work no matter how correctly you operate the Panica Button the horn won't sound.Here's what the owner's manual has to say on the Panic Mode featurePanic ModePanic mode allows you to remotely activate your vehicle's security system to attract attention. When activated, the horn will sound for about 30 seconds. I had this problem with a 2000 CR-V I used to own. It turned out to be the remote. My panic button stopped working. I went to the Honda dealer, replaced the remote, and all was well.
